UK broadband providers told to come clean on speed (Reuters)
LONDON (Reuters) ? British telecoms regulator Ofcom said on Thursday broadband suppliers should be clearer about how they manage traffic on their networks and the speeds users can expect to achieve.
Most Internet Service Providers (ISPs), including BT, Virgin Media and TalkTalk, restrict the speed of some bandwidth-heavy services such as peer-to-peer file sharing to help protect the performance of their networks.
They started voluntarily publishing data on traffic management earlier this year, but Ofcom wants them to make it clearer to consumers or else it will force them to make changes.
"How ISPs control access to the Internet affects us all and it is important that we are able to understand how our access might be restricted," Ofcom Chief Executive Ed Richards said.
"Ofcom is now looking to the ISPs to ensure that transparent information is available, and will consider intervening if it does not see improvements."
The regulator said traffic management was in general beneficial, but it could cause concern, if for example, it was used by ISPs to target competing services without its users knowing.
It said ISPs should make information available at the point of sale about the speed consumers should expect, the impact of traffic management, and whether any specific services would be blocked.
BSkyB, which does not manage traffic on its own network, said it welcomed the call for full openness and transparency on ISP traffic management policies.

Medicare chief steps aside in political impasse (AP)
WASHINGTON ? The point man for carrying out President Barack Obama's health care law will be stepping down after Republicans succeeded in blocking his confirmation by the Senate, the White House announced Wednesday.
Medicare chief Don Berwick, a Harvard professor widely respected for his ideas on how to improve the health care system, became the most prominent casualty of the political wars over a health care overhaul whose constitutionality will be now decided by the Supreme Court.
Praising Berwick for "outstanding work," White House deputy press secretary Jamie Smith criticized Republicans for "putting political interests above the best interests of the American people."
Berwick will be replaced by his principal deputy, Marilyn Tavenner, formerly Virginia's top health care official. The White House said Obama will submit Tavenner's nomination to the Senate.
Tavenner has been at Medicare since early last year, earning a reputation as a problem solver with years of real-world experience and an extensive network of industry contacts. A nurse by training, the 60-year-old Tavenner worked her way up to the senior executive ranks of a major hospital chain. She ran Virginia's health department under former Democratic Gov. Tim Kaine.
Berwick's fate was sealed early this year when 42 GOP senators ? more than enough to derail his confirmation ? asked Obama to withdraw his nomination. He remained as a temporary appointee, and his resignation takes effect Dec. 2.
Berwick's statements as an academic praising Britain's government-run health care had become a source of controversy in politically polarized Washington. Although he later told Congress that "the American system needs its own solution" and Britain's shouldn't be copied here, his critics were not swayed.
In an email to his staff, Berwick said he leaves with "bittersweet emotions."
"Our work has been challenging, and the journey is not complete, but we are now well on our way to achieving a whole new level of security and quality for health care in America, helping not just the millions of Americans affected directly by our programs, but truly health care as a whole in our nation," Berwick wrote.
A pediatrician before becoming a Harvard professor, Berwick has many admirers in the medical community, including some former Republican administrators of Medicare. His self-styled "three-part aim" for the health care system includes providing a better overall experience for individual patients, improving the health of groups in the population such as seniors and African-Americans, and lowering costs through efficiency.
But some of his professorial ruminations dogged him in Washington. Republicans accused him of advocating health care rationing, which Berwick denies.
Sen. Orrin Hatch, R-Utah, said Berwick's past record of controversial statements and his lack of experience managing complex bureaucracies disqualified him from the Medicare job. Hatch, the ranking Republican on the Senate panel that oversees Medicare, led the opposition to his nomination. Hatch said Wednesday the Senate must "thoroughly examine" and "carefully scrutinize" Tavenner's nomination.
Berwick oversaw the drafting and rollout of major regulations that will begin to reshape the health care system, steering Medicare away from paying for sheer volume of services and procedures and instead putting a premium on quality care that keeps patients healthier and avoids costly hospitalizations. He also presided over significant improvements for Medicare beneficiaries, including better coverage for preventive care and relief for seniors with high prescription drug costs.
Berwick turned 65 this year, making him the first Medicare chief eligible to be enrolled in the program. He told The Associated Press in an earlier interview that he was putting in his application, but doesn't plan to retire any time soon. Instead he plans to keep working as an advocate for change in the nation's health care system.

But before Mr. Martini declares that he busted the juke-a-box, let?s consider whether Hall was having a crisis of confidence ? or whether he was hoping to get a free ticket out of town in the hopes of signing with a contender for the stretch run.? After all, Hall was once cut by the Raiders after earning $8 million for eight games, before landing in D.C. and eventually pocketing another big-money contract.? Now that he?s playing for a bad team with no immediate prospects for success, maybe that was the first step of a clumsy, passive-aggressive exit strategy.
If that?s the goal, he?s still holding out hope.? Indeed, he reiterated his position on Wednesday.
?I stand by it,? Hall said. ?I wear this ?C? on my chest for a reason. I hold myself to a higher standard than a lot of other people.?
Then came the possible glimpse into his soul.
?I probably haven?t been as productive as I would like to,? Hall said.? ?I don?t know if this defense is built for a corner to go out here and get eight or nine picks or seven picks.? It?s built to stop the deep ball and manage the game.?
In other words (possibly), ?I want out.?
If he really wants out, we?d have more respect for Hall if he simply laid down on the job.

Police burn protest tents to clear Cairo's Tahrir
CAIRO?? Egyptian soldiers and police set fire to protest tents in Cairo's Tahrir Square and fired tear gas and rubber bullets in a major assault Sunday to drive out thousands demanding that the military rulers quickly transfer power to a civilian government. At least 11 protesters were killed and hundreds were injured.
It was the second day of clashes marking a sharp escalation of tensions on Egypt's streets a week before the first elections since the ouster of longtime authoritarian leader Hosni Mubarak in February. The military took over the country, promising a swift transition to civilian rule. But the pro-democracy protesters who led the uprising have grown increasingly angry with the ruling generals, and suspect they are trying to cling to power even after an elected parliament is seated and a new president is voted in.
Street battles continued throughout the day and long into the night, spreading to side streets and sending a wave of injuries to makeshift clinics on the streets.
The military-backed Cabinet said in a statement that elections set to begin on Nov. 28 would take place on time and thanked the police for their "restraint," language that is likely to enrage the protesters even more.
"We're not going anywhere," protester Mohammed Radwan said after security forces tried unsuccessfully to push the crowds out of Tahrir, the epicenter of the uprising. "The mood is good now and people are chanting again," he added after many of the demonstrators returned.
The two days of clashes were some of the worst since the uprising ended on Feb. 11.
They were also one of only a few violent confrontations to involve the police since the uprising. The black-clad police were a hated symbol of Mubarak's regime and after the uprising, they have largely stayed in the background while the military took charge of security.
The military, which took over from Mubarak, has repeatedly pledged to hand power to an elected civilian government, but has yet to set a specific date. The protests over the past two days have demanded a specific date be set.
According to one timetable floated by the army, the handover will happen after presidential elections late next year or early in 2013. The protesters say this is too long and accuse the military of dragging its feet. They want a handover immediately after the end of the staggered parliamentary elections, which begin on Nov. 28 and end in March.

But other concerns are also feeding the tensions on the street. Many Egyptians are anxious about what the impending elections will bring. Specifically they worry that stalwarts of Mubarak's ruling party could win a significant number of seats in the next parliament because the military did not ban them from running for public office as requested by activists.
The military's failure to issue such a ban has fed widely held suspicion that the generals are reluctant to dismantle the old regime, partly out of loyalty to Mubarak, their longtime mentor.
The Supreme Council of the Armed Forces issued a statement expressing "regret for the events."
The council doesn't intend "to extend the transitional period and will not permit by any means hindering the process of democratic transition," it said a statement read out on state TV.
The violence began Saturday when security forces stormed a sit-in at Tahrir Square staged by protesters wounded in clashes during the 18-day uprising in January and February and frustrated by the slow pace of bringing those responsible to justice.
The wounded, some on crutches, ran away when police attacked, but some fell down and were beaten by police.
One of those injured on Saturday was dentist Ahmed Hararah, who lost the sight in his right eye on Jan. 28 and now thinks he lost the sight in his left eye despite treatment at an eye hospital in Cairo.
The violence resumed Sunday, when police fired tear gas and rubber bullets to try to clear about 5,000 protesters still in Tahrir. Many chanted "freedom, freedom" as they pelted police with rocks and a white cloud of tear gas hung in the air.
"We have a single demand: The marshal must step down and be replaced by a civilian council," said protester Ahmed Hani, referring to Field Marshal Hussein Tantawi, head of the ruling military council and Mubarak's longtime defense minister. "The violence yesterday showed us that Mubarak is still in power," said Hani, who was wounded in the forehead by a rubber bullet.
Many of the protesters had red eyes and coughed incessantly. Some wore surgical masks to ward off the tear gas. A few fainted, overwhelmed by the gas.
Around sundown, an Associated Press reporter in Tahrir said police and troops briefly chased the protesters out of most of the square. They set at least a dozen of the protesters' tents, along with blankets and banners, ablaze after nightfall and a pall of black smoke rose over the square as the sound of gunshots rang out.

Protesters initially ran away in panic while being chased by army soldiers and police hitting them with clubs. But they later regrouped at the southern entrance of the square next to the famed Egyptian museum and began to walk back to the square. Hundreds made their way back, waving the red, white and black Egyptian flags and chanting "Allahu akbar," or God is great.
Both sides then began pelting each other with rocks.
Security forces pulled back to the outskirts of the square, where clashes continued into the night.
A video posted on social networking sites showed a soldier dragging the motionless body of a protester along the street and leaving him in a garbage-strewn section of Tahrir Square.
A medical official at Cairo's main morgue said at least 11 protesters were killed on Sunday. He spoke on condition of anonymity because he was not authorized to talk to reporters.
Doctors at two field hospitals in the square said that among the dead was one man killed by a blow to his head and another by gunshots.
Rocks, shattered glass and trash covered Tahrir Square and the side streets around it. The windows of the main campus of the American University in Cairo, which overlooks the square, were shattered and stores were shuttered.
"The marshal is Mubarak's dog," read freshly scrawled graffiti in the square.
An Interior Ministry statement said some of the protesters were using firearms, firebombs and knifes to attack security forces.
Clashes also took place in the city of Suez east of Cairo, the coastal city of el-Arish in the Sinai Peninsula, the city of Alexandria and Assiut in southern Egypt.

Update: CEO Meg Whitman and CFO Cathie Lesjac were on the call, and while specifics were hard to come by, they did let loose a couple hints regarding the company's future direction. Meg once again assured us all that HP and PSG are meant to be together, so the king of PC makers plans to keep its crown. Additionally, both bigwigs stressed that the company will be plowing more of its money in 2012 into R&D to foster "organic innovation" instead of buying it through outside acquisitions. Given the massive case of buyer's remorse HP had this year, that's probably a pretty good idea.

School Hygiene Program Reduced Flu Cases (HealthDay)
MONDAY, Nov. 21 (HealthDay News) -- A hand hygiene and cough etiquette program for elementary school children reduced cases of flu and the number of absences, a new study says.
The study included five Pittsburgh schools that received the training program and five schools that received no special hygiene training. Lessons taught to the children in the five-step "WHACK the Flu" program were:
- Wash or sanitize your hands often.
- Home is where you stay when you are sick.
- Avoid touching your eyes, nose and mouth.
- Cover your coughs and sneezes.
- Keep your distance from sick people.
During the academic year, schools that received the training program had 52 percent fewer confirmed illnesses caused by influenza A and 26 percent fewer student absences. However, there was no decrease in the number of illnesses caused by influenza B.
It's not clear why there was no decrease in influenza B, but the University of Pittsburgh researchers suggested it may be because of "basic differences in the biology or epidemiology" of influenza B, or because influenza B occurred later in the flu season and mainly in younger children.
The study, published in the November issue of the Pediatric Infectious Disease Journal, also found that the flu program was successful in getting students to use an alcohol-based hand sanitizer regularly, an average of 2.4 times per day.
"Respiratory hygiene education and the regular use of hand sanitizer can be an important adjunct to influenza vaccination programs to reduce the number of influenza A infections among children," Dr. Samuel Stebbins and colleagues wrote in a journal news release.

Merkel and Cameron to discuss clashing euro views (Reuters)
BERLIN (Reuters) ? Angela Merkel and David Cameron will try to resolve clashing views on the euro crisis on Friday with London accused of being selfish for opposing a tax on banks and Berlin touching off British sensitivities about transferring power to Europe.
London wanted the prime minister's visit to be low-profile, but such hopes were dashed after two lawmakers high up in Merkel's ruling party blasted euro-outsider Britain's stance in the days before the visit.
The chancellor told a congress of her Christian Democratic Union's (CDU) this week that Europe faced its "toughest hour since World War Two."
She wants to change the European Union's Lisbon Treaty to impose German-style budget discipline, preferably on all 27 members of the EU rather than just the 17 countries in the euro zone.
"Plans for a possible treaty change are now at a very interesting point and we expect to exchange views with our British partners," Peter Altmaier, chief whip of Merkel's conservatives in the Bundestag, told Reuters.
But talk of treaty change has unnerved Cameron's conservative-led coalition and touched a raw nerve in Britain about ceding more sovereignty to the European Commission in Brussels. It falls short of the "big bazooka" response Cameron has called for from Merkel.
Britain is especially worried Germany's proposals for a tax on financial transactions -- which it wants to introduce in Europe after rejection by the Group of 20 leading economies -- would hurt London's competitiveness as a financial hub.
At the CDU meeting in Leipzig, the parliamentary leader from Merkel's party Volker Kauder told delegates to rapturous applause that Germany would not accept Britain "only defending its own interests" and especially those of the City of London's financiers.
"What is England still doing in the EU?" asked top-selling German daily Bild on the morning of Cameron's visit.
The Financial Times reported that Cameron might be ready to back Merkel's plans for treaty change to create more unity in the euro zone, in exchange for safeguards for the City against any threat to its activity from European legislation.
Cameron, whose aides did not want the visit to include a news conference but ceded to the insistence of their German hosts, will restate his opposition to the Franco-German push for the so-called "Tobin tax" on banks, said the FT.
Berlin has already suggested that if non-euro countries like Britain object, the treaty changes could be limited to members of the currency bloc.
The leader of euro member Ireland, Enda Kenny, told Merkel this week Dublin would need a referendum on treaty changes, and the premier of euro outsider Denmark, Helle Thorning-Schmidt, told her Europe should "first focus on solving the crisis."
BAFFLED BY BRITS
Kauder's comment that Berlin's approach to the crisis was so widely accepted now that "Europe is speaking German all of a sudden," prompted jingoistic British headlines.
The Daily Mail wrote: "We no longer need to fear the jackboot but we have a great deal to fear from German bossy boots."
"Germany is making the running ... in a way she has not presumed to do since World War Two," the conservative Mail said.
Bild responded with the taunt: "Europe speaks German, Herr Cameron!" But Suedeutsche Zeitung chided Kauder for "further emotionalizing" Britain's fraught EU debate by fuelling preconceptions about power-hungry Germans.
The British government's response was more muted.
Business Secretary Vincent Cable, from Cameron's more pro-Europe Liberal Democrat coalition partners, said Germany's stance on the transaction tax was "completely unjustified."
Cameron said in a speech this week, in an apparent response to Merkel's calls for greater political and fiscal convergence, that Europe needed "the flexibility of a network, not the rigidity of a bloc."
Britain's conservative leader is in a quandary on the euro, realizing his country's exports could be harmed by a collapse that most likely would be avoided by more unity among euro zone leaders -- however much that goes against the grain in London.
Another top lawmaker from Merkel's CDU, Michael Meister, told Reuters he was "baffled that in Great Britain there doesn't seem to be a clear view of the consequences a collapse of the euro would have for the City of London."
London fears being left out of crucial decisions regarding the European single market, which it greatly values.
With the Bank of England warning that Britain's economy will struggle to grow until mid-2012, in contrast to Germany's, it is tempting for London to deflect blame onto the euro zone.
Cameron's "big bazooka" response would involve the European Central Bank becoming the lender of last resort to prop up debt-ridden countries such as Greece and Italy - much in line with U.S. President Barack Obama's call for drastic action.
Such an infringement of the ECB's independence and its focus on price stability is completely taboo for Merkel. But she has taken a more diplomatic approach than France's Nicolas Sarkozy, who told Cameron in October: "We are sick of you criticizing us."
Berlin recognizes Cameron's troubles with backbenchers who voted in large numbers last month in favor of a referendum on EU membership, and the Germans recall his campaign vow that any transfer of sovereignty would be put to a referendum.
Fears that France and Italy are being sucked into the debt maelstrom have taken the two-year-old crisis to a new level in recent weeks.

Stalemated debt-reduction panel members cast blame (AP)
WASHINGTON ? Increasingly gripped by stalemate, Republicans and Democrats on a congressional deficit-reduction supercommittee now seem to be devoting more time to assigning blame than working through the sharp differences that divide them.
Despite small steps in recent weeks toward addressing core solutions to the nation's intractable deficit problem, such as new taxes and curbs on the growth of enormously expensive government benefit programs, both sides said further progress had come to a halt.
Less than a week remains before a Thanksgiving deadline for the panel to vote on a plan cutting deficits by at least $1.2 trillion over a decade. Whatever remaining hope there was appeared to have washed away Wednesday after both Democrats and Republicans on the 12-member panel traded rhetorical salvos about whether the other side was negotiating in good faith.
"We need to find out whether our Republican colleagues want to continue to negotiate or whether they've drawn a hard line in the sand," supercommittee Democratic Rep. Chris Van Hollen of Maryland said. "The question is whether they've kind of said, `Take it or leave it.'"
"What I've yet to see is a plan that fundamentally solves the problem," Rep. Jeb Hensarling of Texas, the panel's top Republican, told reporters.
With the talks at a standstill, Democratic officials familiar with the panel's work leaked a nearly week-old secret counteroffer that generally accepted a Republican framework for a $1.5 trillion compromise, while differing on numerous key details.
Democrats signaled a willingness to cut spending by $876 billion, including $225 billion from Medicare and $50 billion from Medicaid, these officials said, and raise tax revenue by $400 billion, far less than they had demanded earlier.
But they also wanted to take $700 billion in savings from winding down the wars in Iraq and Afghanistan to pay for a $300 billion jobs program along the lines President Barack Obama wants, plus take steps to protect the upper middle class from the alternative minimum tax and extend financing for doctors who treat Medicare patients.
The leak of the Democratic offer seemed aimed at rebutting claims by Republicans that Democrats had not responded seriously to a GOP offer last week in which, for the first time, Republicans proposed new tax revenues.
But the $300 billion GOP tax offer was predicated on a fundamental tax overhaul and extension of Bush-era tax cuts set to expire at the end of next year. The Democratic offer would cut off unspecified tax breaks and keep in place current law in which the tax cuts expire, an idea that is anathema to Republicans.
"This particular conversation was a step backwards because it would lock in the largest tax hike in history ... and then add an additional $400 billion in job-killing tax hikes without pro-growth tax reform, plus more than $300 billion in `stimulus' spending," said Michael Steel, spokesman for House Speaker John Boehner, R-Ohio.
If the supercommittee fails to reach a $1.2 trillion deficit-cutting deal by Wednesday, automatic spending cuts totaling that amount would take effect beginning in 2013. That's a result that lawmakers on both sides of the political divide ? particularly defense hawks ? say they oppose.
The talks turned particularly rocky last week, when Sen. Pat Toomey, R-Pa., presented an offer to several Democrats that envisioned raising almost $300 billion in additional revenue through an overhaul of the tax code that also lowered the top individual tax rate from 35 percent to 28 percent. It would cut the corporate rate as well.
Republicans pointed to the offer as a possible turning point, given the party's long record of opposition to higher taxes.
But Democrats attacked it as a tax cut for the rich in disguise, and the talks seemed to lose momentum.
The secret Democratic counterproposal came from Sen. Patty Murray, D-Wash., according to Democrats, in a meeting Friday with Hensarling.
In it, Democrats suggested raising $400 billion in additional revenue through eliminating tax breaks by means of an overhaul of the IRS code and cutting $876 billion in spending.
Unlike Republicans, who wanted to lock in lower tax rates as part of a plan to raise $250 billion, Democrats said they would find the additional revenue by eliminating loopholes and other existing tax breaks. They also said they would not extend the Bush-era tax breaks due to expire at the end of 2012.
They omitted other parts of the GOP offer, including a proposal to raise the age of Medicare eligibility from 65 to 67 and a different proposal to slow the rise of annual cost-of-living increases under Social Security.

Tina Fey On 'The Real Housewives' And Maternity Leave
When you're pregnant, maternity leave sounds great, doesn't it? Three whole months off -- you can finally reorganize your kitchen, or maybe you'll pen that book you've always dreamed of.
But then, the baby comes and you realize you won't be doing much of anything but holding her -- probably with bad TV on in the background. But you're not alone, even the Queen of TV admits to watching some less-than-favorable programming during her "nine-day" leave:
"You watch different stuff because you're up nursing or something in the middle of the night, and you watch like 'Extreme Couponing' and 'Cake Boss.' You know, you -- you know it's like your maternity leave's about to end and you're like, 'Oh, I've seen this 'Cake Boss,'" Tina Fey told Brian Williams on "Rock Center."
As for the mother of all guilty-pleasure TV, Fey said she's a fan of the "The Real Housewives," but not when they're fighting. And she can only watch New York and Beverly Hills.
Jersey? "Subhuman," she said.
Orange County? "I literally can't tell the women apart. I literally -- they look like a fire at a wax museum."
While she might be up on her "Cake Boss" and some of the "Housewives," the new mom hasn't tuned into the news since Penelope was born.
"I know we're suppose to prepare for Hurricane Irene," she joked (we think...). Who has time for the news anyway when your "head's in a diaper," as she says.

RICHMOND, Va. (AP) ? Dominion Virginia Power's North Anna Power Station, the first operating U.S. nuclear plant shut down because of an earthquake, can restart after being offline since the Aug. 23 tremor that shook millions along the East Coast, the U.S. Nuclear Regulatory Commission said Friday.
The two nuclear reactors at the plant about 11 miles from the quake's epicenter automatically shut down after the 5.8-magnitude earthquake caused peak ground movement about twice the level for which it was designed.
Multiple inspections done by both Dominion and federal regulators show the plant's twin 1,800-megawatt reactors and other safety components did not suffer any functional damage during the temblor. Dominion has spent more than 100,000 hours and $21 million in inspection, testing and evaluation at the power station about 50 miles northwest of Richmond.
The plant did experience some cosmetic damage ranging from small buckles and cracks in tile floors in one of its technical buildings, to bolts of large metal parts that transfer power from transformers to the electrical grid and into homes. The quake also caused 25 massive nuclear storage containers at the plant to shift, but they remained intact.
"We're satisfied the plant meets our requirements to restart safely, and we'll monitor Dominion's ongoing tests and inspections during startup of both reactors," Eric Leeds, director of the NRC's Office of Nuclear Reactor Regulation, said in a statement.
Leeds said because the earthquake shook the reactors more strongly than the plant's design anticipated, Dominion had to prove that the quake caused no functional damage to the reactors' safety systems.
In making the decision to allow the reactors to be restarted, the NRC said its staff reviewed Dominion's findings and conducted its own inspections. The agency paid close attention to the plant's piping systems, nuclear fuel assemblies, steam generators, pumps and valves, and emergency diesel generators.
Shortly after getting the go-ahead from the agency, control room operators, under the oversight of Dominion and NRC inspectors, initiated the restart process Friday for one of the reactors.
Dominion said it expects it will take about 10 days for the plant to be fully operational as both reactors will be restarted in phases and testing of all safety equipment and inspections of containment areas will be done during that process. The company also said it plans to have additional staffing at the plant during the restart.
"As always, safety is our first priority," said David Heacock, president and chief nuclear officer of Dominion Nuclear, said in a statement.
It will first start Unit 1, gradually raising the water temperature to 580 degrees Fahrenheit and increasing the pressure to 2,250 pounds per square inch over six days. The restart process for the second unit also will start during that time in order to bring both reactors to 100 percent and provide electricity to the transmission grid.
Various groups have said the quake and subsequent shutdown at North Anna Power Station brought attention to the danger of another event in the area. Some have asked Dominion to retrofit the two reactors to higher earthquake safety standards.
The NRC has said it plans to order all U.S. plants to update their earthquake risk analyses, a complex exercise that could take two years for some plants. The review, launched well before the East Coast quake and the Japan nuclear disaster in March, marks the first complete update to seismic risk in years for the nation's 104 existing reactors, despite research showing greater hazards.
The two North Anna reactors are among 27 in the eastern and central U.S. that may need upgrades, according to a preliminary NRC review.
When fully operational, the Virginia facility produces enough energy to power about 450,000 homes. Dominion had been using other power sources in its generation system or is buying power to make up for the plant being offline.
The company is still weighing the addition of a third reactor at the Louisa County power plant but has not yet committed to move forward. The company will reassess when it receives operating approval from the NRC, expected in 2013.
Dominion Virginia Power is a subsidiary of Richmond-based Dominion Resources Inc., one of the nation's largest producers and transporters of energy and has the nation's largest natural gas storage system. It serves retail customers in 15 states.

Dow sinks 389 as Europe uncertainty deepens (AP)
NEW YORK ? Trouble on two fronts in the European debt crisis sent American stocks tumbling Wednesday to their biggest loss since the rocky trading of last summer. The Dow Jones industrial average fell almost 400 points.
Stocks were down from the opening bell after borrowing costs in Italy spiked to dangerous levels, a sign that investors are losing faith in Italy's ability to repay its national debt.
"Italy is potentially too big to bail out, but that's the problem," said Ryan Detrick, senior technical strategist at Schaeffer's Investment Research. "It's spiraling out, and the question is now, how do you fix it?"
In Greece, meanwhile, power-sharing talks aimed at avoiding a default broke down in chaos.
The Italian economy is more than six times larger than that of Greece, which so far has been the center of the continent's debt problem. American investors are worried that the consequences from Europe could include a freeze in lending, the disintegration of the euro currency or a bruising recession that would hurt the U.S.
They sold stocks as a result. The Dow finished down 389.24 points, at 11,780.94.
"The market loves a quick solution, and we're obviously not getting one," said Mark Lehmann, director of equities of JMP Securities.
The slide in stocks was broad: Only a single stock in the Standard & Poor's 500, Best Buy, finished higher for the day. Financial companies were among the hardest hit because they would suffer first if Europe's debt problem spins out of control.
Morgan Stanley stock plunged 8 percent and Goldman Sachs 7 percent. In regulatory filings last week, Morgan Stanley reported it had $1.8 billion in liabilities related to Italy, and Goldman said it had $28 billion related to all of Europe.
Markets fear that a chaotic default by Greece would lead to huge losses for European banks. That could cause a global lending freeze similar to what happened after the investment house Lehman Brothers fell in 2008.
In Italy, where the crisis is only beginning, the country's borrowing rate has skyrocketed to a level that is widely considered to be unsustainable. The higher rates will make it far more difficult and expensive for Italy to roll over its debts. It has over $400 billion to raise in 2012 alone. Italy's total economy is about $2 trillion.
The 389-point decline for the Dow was the worst since Sept. 22. The S&P 500 closed down 46.82 points at 1,229.10. The S&P, the broadest major stock index, declined 3.7 percent, its worst day since Aug. 18.
Over the summer, swings of 3 or 4 percent a day for the stock market were common. Investors were focused on a debt showdown in Washington and fear of a second recession.
Lately, Europe has pushed everything else to the back burner, and the volatility has continued. Last week, the Dow fell 276 points Monday and 297 points Tuesday, both because of instability in Europe. It rose 100 or more three of the next five days.
The Nasdaq composite index finished Wednesday down 105.84, or 3.9 percent, at 2,621.65.
European stock markets fell sharply, too. The main stock index in Italy finished the day down 3.8 percent. The DAX index in Germany and the CAC-40 in France each declined 2.2 percent.
In the United States, prices rose for assets seen by investors as reasonably safe. The dollar rose 1.6 percent against the euro, a reflection of the instability in the 17 nations that use the euro.
The yield on the 10-year Treasury note fell to 1.96 percent from 2.08 percent Tuesday, a steep drop. Falling Treasury yields are a sign of rising bond prices, both indications that investors feel safe buying American debt.
In Italy, the yield on the benchmark government bond blew past 7 percent. That was considered an important level because Greece, Portugal and Ireland required bailouts from other nations when their bond yields hit 7 percent.
Italy is of more concern because it has the third-largest economy in Europe ? more than twice as big as Greece, Portugal and Ireland combined. And its debt, $2.6 trillion, is too large for other European countries to erase.
Italian Premier Silvio Berlusconi promised late Tuesday to step aside after a new budget is passed, but there are concerns that the transition will be difficult. Markets see Berlusconi as an impediment to far-reaching economic reforms.
The benchmark Italian bond rate spiked to 7.4 percent, a startling increase of 0.82 percent point from the day before. It settled down later in the day, to 7.26 percent.
In Greece, Prime Minister George Papandreou told the nation that the political parties were joining together to save it from going broke. Then power-sharing talks broke down, and political leaders failed to name a new prime minister.
Papandreou threw world markets into turmoil last week when he stunned European leaders by announcing he would put a hard-fought bailout deal for Greece up for a popular vote. He later backed off that plan and announced he would step aside.
When an interim government takes over for him, its main job will be to secure the next $11 billion or so of the $150 billion bailout package set up for Greece last year.

Julien's Auctions is holding a live auction featuring items from the deceased King of Pop's former Holmby Hills residence next month. Among the many items up for bid? The bed that Jackson passed away in at the age of 50 on June 25, 2009, TMZ reports.
Hopefully, the bed's been changed -- and possibly exorcised -- in the ensuing two and a half years.
Also going on the block at the auction, which will be held at Jackson's former home December 17: artwork by the likes of Maurice Utrillo, Ludolf Bakhuysen and Abraham Hulk; George Smith-upholstered sofas; and "a fancy burlwood Victorian Revival Style armoire."
One person who's not likely to be in attendance at the auction: Jackson's former physician, Conrad Murray, who on Monday was found guilty of involuntary manslaughter after administering propofol to the singer in that very same bed. Murray, who was denied bail, is currently awaiting sentencing on November 29.
For those who can't scrape up a few grand to purchase the bone-chilling piece of show-biz memorabilia, the items will be on display free to the public at the Julien's Auctions gallery in Beverly Hills beginning December 12.

PHOENIX (AP) ? Rep. Gabrielle Giffords vows to return to Congress in a new book that details months of intense therapy and her emotional battle to come to terms with what happened when a gunman opened fire in Tucson and shot her in the head.
The memoir, titled "Gabby: A Story of Courage and Hope," is the most personal and detailed look yet at Giffords' efforts over the past 10 months to relearn how to walk and talk, and her painful discovery that six people were killed in the Jan. 8 attack outside a Tucson grocery store.
The Associated Press purchased an advance copy of the book. It is set for release Nov. 15.
The book is written by Giffords' husband, former astronaut Mark Kelly, but Giffords delivers the last chapter ? a single page of short sentences and phrases called "Gabby's Voice" in which she says her goal is to get back to Congress.
"I will get stronger. I will return," she wrote.
Giffords, 40, stunned colleagues by appearing on the House floor Aug. 1 to vote for the debt ceiling deal, but she has largely avoided the public eye, focusing most of her time on her recovery at TIRR Memorial Hermann, a rehabilitation center in Houston.
In the book, Kelly recalls trying to tell his wife several times that she had been shot in the head while meeting constituents. But she didn't fully understand until March 12.
Kelly asked Giffords if she remembered being shot, and she replied that she did. When he asked what she remembered about it, she said three words: "Shot. Shocked. Scary."
Later that day, Kelly was reading to her from a New York Times article about her recovery and skipped over a paragraph that said six others were killed. Giffords had been following along and knew he left something out. She pushed him to tell her what it was.
After she learned of the deaths, Giffords was overcome with emotion and had trouble getting through her therapy. That night as they lay in bed, she told Kelly that she felt awful about the deaths. He held her as she cried.
Six months later, after being released from the Houston hospital to Kelly's home 25 miles (40 kilometers) away, Giffords wanted to know who had been killed. He warned her that it would be tough on her because she knew two of the victims.
He started by telling her that her staff member Gabe Zimmerman died, which caused her to moan and cry in a wave of emotion. Then he told her about her friend, federal Judge John Roll, and the four other people she didn't know. Finally, he told her that Christina Taylor-Green, a 9-year-old girl born on Sept. 11, 2001, was among the dead.
Kelly recounted the agonizing moments when several media outlets inaccurately reported that Giffords was dead. He grew more hopeful after learning she was alive and being treated at a Tucson hospital.
When Kelly first saw Giffords after the shooting, she was in a coma, with her head partially shaved and bandaged, her face black and blue, and her body connected to tubes. He told her he loved her and that she was going to survive.
He also describes the early days in Giffords' recovery in Texas, saying the darkest moment came when Giffords panicked after realizing she couldn't talk. Her eyes were wide with fear, and she was crying uncontrollably as Kelly tried to comfort her and assure her that she would get better.
The book also offers lighter moments, like when President George H.W. Bush and his wife, Barbara, visited Giffords at the Texas hospital. Giffords kept replying to Bush with the only word she was able to say: "chicken."
At another point, a specialist showed her various politicians to see if she recognized faces. When she saw Arnold Schwarzenegger, she said: "Messin' around. Babies," an apparent reference to the former California governor's marital troubles.
As she progressed, Giffords learned to talk again, completing phrases from the Constitution and Martin Luther King Jr.'s "I Have a Dream" speech.
The book reveals that because of her injuries, Giffords has lost 50 percent of her vision in both eyes.
The book also mentions Sarah Palin, who was criticized after the shootings for a map posted by her political action committee that showed a number of Democratic-held congressional districts marked with crosshairs. Giffords' district was among those covered by the tiny symbols, which were supposed to indicate seats that would be targeted by the Republicans.
Giffords found the map disturbing. After the shootings, Kelly vented his feelings about the map to President Barack Obama. He thought Palin might call to offer condolences because of the mounting criticism, but she never did.
Representatives for Palin's political action committee, SarahPAC, did not immediately respond to messages seeking comment.
Palin's attorney, John Tiemessen, said he would relay to the former Alaska governor the AP's request for comment.
The book also reveals that the couple was quietly trying to have a baby. Giffords had undergone several rounds of fertility treatments in the last few years and had hoped to get pregnant early in 2011.

Colombia forces have killed the top leader of the country?s most powerful guerrilla army after a bomb raid on his jungle camp, officials said, calling it the ?most resounding blow? to the FARC in its nearly 50-year struggle against the government.

Cano took over the FARC after the death legendary leader Manuel Marulanda in 2008, one of the worst years ever for the FARC, in which it lost three members of its ruling secretariat and was duped into handing over 15 of its prized hostages. Mr.?Marulanda later died of natural causes.?
But since then, the FARC has regrouped and retaken the offensive, delivering deadly blows to the armed forces. Within a few days last month, 20 soldiers were killed in separate FARC attacks. Today, experts estimate the FARC?s strength at 9,000 fighters, about half the size it was a decade ago.
At the same time Cano led the new FARC offensive, he made overtures to the Santos government about possible peace talks, even praising a new law to return land to victims of Colombia?s conflict. But Santos said that the FARC would have to show ?gestures of peace? such as ending the practice of kidnapping before talks were an option.
The FARC, which started off as a peasant army on the mid-1960s, today relies heavily on proceeds from drug trafficking to finance guerrilla activities and has at least three members of the seven-man ruling secretariat lined up to take the top post. A rebel known as Ivan Marquez, today believed to be living in Venezuela, is one of the top options to succeed Cano.

YEADON, Pa. ? Two men are behind bars after they took a Pennsylvania teen's meatball sandwich at gunpoint but didn't make off with his cell phone.
The Delaware County Daily Times reports four Philadelphia men are being held on $150,000 bail after a 13-year-old boy was robbed over the weekend in nearby Yeadon.
Police say two men approached the boy on Saturday evening and pulled a gun before rifling through his pockets. The men allegedly took his sandwich before fleeing in a car.
The teen called police, who soon located a car matching the description.
The Delaware County Daily Times report ( http://bit.ly/uOlFyS) says the two men were charged with robbery. Two others who were also in the car face lesser charges.
Police say the recovered a gun and the sandwich.
