Death at SW Washington campsite was homicide

KELSO, Wash.? -- A coroner says a man found dead at a campsite near Kelso, Wash., died after sustaining multiple stab wounds.

The Cowlitz County Sheriff's Office said Sunday that the man was identified as 29-year-old Nicholaus Fickett of Kelso, and his death has been ruled a homicide.? Authorities say they believe he died Thursday evening.

Deputies responding to a request for a welfare check found Fickett's body Friday at the campsite on the east bank of the Cowlitz River in the Cowlitz Gardens area of North Kelso.

About 20 volunteer searchers and four divers from Cowlitz Dive Rescue searched the river on Saturday.

The sheriff's office says it won't release more information while authorities continue investigating.

(AP) ? Authorities in eastern China dropped plans for a waste water discharge project Saturday after thousands of protesters angry about pollution took to the streets. It was the latest of many such confrontations in a country where three decades of rapid economic expansion have come at an environmental price.

Some of the protesters in Qidong in Jiangsu province clashed with police and turned a patrol car on its side. After the protest Saturday, the Qidong government announced on its website that plans to build the water discharge project had been scrapped.

The official Xinhua News Agency said thousands of residents took to the streets but dispersed after the government announcement. Later Saturday hundreds of police, some in riot gear, arrived in the coastal town just north of Shanghai and took up positions outside the government offices.

The water discharge project was to be part of a paper-making factory proposed by the Japanese company Oji Paper Group in upstream Nantong city. The government did not say if the plans for the factory have also been permanently dropped.

Oji said in a statement Friday that the waste water would only be discharged after treatment that meets national standards.

"Environmental protection is a high priority for our company," the statement said.

Chinese have become more outspoken about environmentally risky projects in their backyards, with pollution a leading cause of unrest. Earlier this month, Shifang city in the southwestern province of Sichuan scrapped plans for a copper plant after thousands of protesters, including high school students, clashed with riot police.

The grass-roots protests reflect the balancing act Chinese leaders are performing between maintaining public stability and pushing economic growth, and between local officials who want to attract industry and a public who do not want it in their neighborhoods.

Such protests are especially sensitive ahead of a once-a-decade change in top leaders planned for later this year.

Disabled Vet Gordon Kouba Says Chase Bank Dishonestly Offered ...

A disabled veteran says Chase Bank told him that it would grant him a special VA loan to buy a house -- then rescinded the offer, saying it never offered that type of loan to begin with. Now the Chicago-area man could soon be homeless.

Gordon Kouba (pictured at left), 43, of Grayslake, Ill., is a former Marine who sustained three back injuries during his service. He now requires medication and can't stand or sit for more than a few minutes without pain. He was trying to get a VA loan under the Illinois Housing Development Authority's Welcome Home Heroes program, which offers financial assistance to homebuying veterans. Kouba told AOL Real Estate that Chase Bank offered him the loan under the IHDA program in May.

"I was just so happy," Kouba said. "I had picked a house, and the owners accepted my bid. ... I put out on Facebook: 'Hey, I got my house!' "

But after two months of paperwork -- and two closing dates that he said Chase didn't honor -- his loan still hadn't come through. Chase told him that the IHDA was the problem, holding up the application process. Then, Kouba said, Chase told him that the IHDA kicked the bank out of its programs and that it could no longer give him a loan.

Neither Chase nor the IHDA would comment on the nature of the split between them.

By this point, Kouba had already told his landlord that he was moving out of his apartment.

"What am I supposed to do now?" Kouba said. "I told my landlord that I would be out by June 30."

Kouba called local officials and news media about the incident. That's when he got a call from the IHDA. He said that the IHDA told him that since Chase initiated the paperwork for his loan, the agency would still accept it. The problem, IHDA told him, was that Chase just never completed the paperwork.

When Kouba confronted Chase with this news, the bank gave him this head-spinning response, he said: It doesn't offer VA loans through the IDHA anyway, so his loan was dead.

"Why [Chase] offered it to me in May is a mystery," he said. "They were completely dishonest with me."

'Bending Over Backwards'

After CBS Chicago reported Kouba's case, however, Chase offered to complete his loan and expedite the process.

"They're bending over backwards for me now," Kouba said.

A Chase spokeswoman declined to comment on the case, saying only that "we have expedited Mr. Kouba's application for a mortgage through the Illinois Welcome Home Heroes program. We hope to have an answer for Mr. Kouba as soon as we complete our review."

When AOL Real Estate contacted a Chase representative named Dee Lewis, who is helping Kouba through the process, she said that she was not authorized to discuss his case.

An IHDA spokeswoman also declined to discuss the case, telling AOL Real Estate: "We are more focused on the current situation and how [Kouba is] being helped."

Though Chase is now telling Kouba that it will complete his loan, he faces a new problem: If the loan doesn't come through by the time he has to leave his apartment, he'll have nowhere to go. His said that his landlord has only extended his lease until the end of July.

"I'm almost a month over the time I told [my landlord] that I would be moving," Kouba said. "For all I know, he's got someone to rent the place out.

"I'm in the streets come the first [of August]."

(AP) ? There will be monarchs, presidents, prime ministers ? and David Beckham. Friday's opening ceremony for the London Olympics is an A-list affair.

Among the 60,000 spectators at Olympic Stadium will be Queen Elizabeth II ? who as British head of state will officially open the games ? along with royals including Prince William and his wife Kate, and Prince Harry.

There's sure to be a sprinkling of showbiz royalty, too, with Brad Pitt and Angelina Jolie, recently filming in Britain, the most often-cited names ? though the first celeb spotted arriving was British actor Richard E. Grant.

The British government says more than 80 heads of state and government will be in the audience, including royalty from Brunei, Luxembourg, the Netherlands, Spain and Sweden.

The U.S. will be represented by first lady Michelle Obama, and Republican presidential hopeful Mitt Romney will also attend.

Beckham, who helped bring the games to London and said he has a role in the ceremony, will be there.

"Today is going to be an amazing moment," Beckham said Friday.

British newspapers also have speculated that boxing great Muhammad Ali may be involved.

The show, a 27 million pound ($42 million) spectacular titled "Isles of Wonder," will end with a performance by Paul McCartney.

Romney resume from 2002 in focus amid Olympic rift

LONDON (AP) ? On a trip already marked by misstep, Mitt Romney has an Olympic history that could prove problematic: His stewardship of the 2002 Winter Games in Salt Lake City was not without controversy.

Romney and his wife, Ann, are set to attend the opening ceremony at the Summer Games on Friday, an event that punctuates the first leg of a three-nation tour that will take him to Israel and Poland. It's the first international swing for the presumptive Republican presidential nominee, who has crafted an itinerary designed to showcase his diplomatic skills and political strengths.

The Olympic appearance carries special significance for Romney. His political career was born out of his leading role at the Salt Lake City Games, which were plagued by scandal before he was tapped to take over.

"I can't resist the pull of the beginning of the Olympics here," Romney told reporters Thursday. "My experience as an Olympic organizer is that there are always a few very small things that end up not going quite right in the first day or so ? these get ironed out and then when the games themselves begin and the athletes take over, all the mistakes of the organizing committee ? and I made a few ? all of those are overwhelmed by the many things that the athletes carry out and by the spirit of the games."

Romney's comments were aimed at downplaying his earlier suggestion that British officials might not be prepared to pull off a successful Olympics. In an interview with NBC News, he called London's problems with games preparation "disconcerting," and the remark sparked sharp responses from Britain's top officials.

Prime Minister David Cameron said Romney and other doubters would "see beyond doubt that Britain can deliver." London Mayor Boris Johnson told tens of thousands gathered in Hyde Park: "There's a guy called Mitt Romney who wants to know if we are ready. Are we ready? Yes, we are!"

Amid the uproar, Romney met privately with Cameron, afterward concluding, "I expect the games to be highly successful."

The negative attention distracted from Romney's push to highlight the U.S.-British bond and bolster his foreign policy credentials as he auditions for the world's most powerful elected office. The Olympic focus also brought fresh attention to his actions in Utah a decade ago.

"The country is in need of a turnaround. The Olympics was a turnaround," Romney told CNN in an interview broadcast as London slept early Friday morning. "The attacks that come by people who are trying to knock down my business career, or my Olympic experience, or our success, those attacks are not going to be successful."

Such attacks have been plentiful in recent months. Democrats and even some Republicans have criticized Romney for taking credit for the 2002 games' success while relying on federal funding to help cover costs as the Salt Lake Olympics sought to recover from financial mismanagement and corruption.

"One of the things he talks about most is how he heroically showed up on the scene and bailed out and resolved the problems of the Salt Lake City Olympic Games," Rick Santorum, now a Romney supporter, said in February when he opposed Romney for the GOP nomination. "He heroically bailed out the Salt Lake City Olympic Games by heroically going to Congress and asking them for tens of millions of dollars to bail out the Salt Lake Games ? in an earmark."

Romney took over the games in 1999 after its leaders were accused of sending money to members of the International Olympic Committee to help Salt Lake City win the games.

By Romney's account, the government spent about $600 million helping the Salt Lake Olympic Committee. An additional $1.1 billion was planned for projects like roads and bridges, infrastructure improvement projects that the government probably would have paid for eventually, though the timing of the games may have sped up the construction.

Romney has made himself the very public face of the effort, claiming that he personally cut millions from the budget, wooed major companies and won sponsorships himself and pulled the whole endeavor back from the brink of failure. His record in Salt Lake was the cornerstone of his run for governor in Massachusetts, a campaign he announced in March 2002, just weeks after the games concluded.

Romney, who promises to slash federal spending if elected president, rarely acknowledges the federal support for the 2002 games on the campaign trail. His aides say much of it was for increased security costs after the 2001 terrorist attacks, which occurred about five months earlier.

But Romney doesn't mention the commitments the government had already made to cover costs associated with the games ? or elaborate on his role in persuading congressional appropriators and critics to give the games more money.

In the 2004 book he wrote about the games, "Turnaround," Romney outlined how he revamped the Salt Lake Olympic Committee's lobbying operations in Washington. He directed plans to hire experienced transportation lobbyists and wooed congressional leaders.

In one instance, Romney highlights how he made arrangements for different states to send experienced bus drivers to Utah. He helped arrange to pay them union wages, he wrote in the book ? and he persuaded the federal government to pick up the tab.

One of the lessons he learned: "If you work at it long enough, there is always another way to get the help you need in Washington," he wrote.

In London, first lady Michelle Obama is also scheduled to appear at Friday's opening ceremony, in addition to other events. She and Romney are expected to avoid the same venues.

Romney said he would attend at least one event in addition to the opening ceremony. The family has a horse competing in an equestrian event known as dressage. But Romney told Britain's Deputy Prime Minister Nick Clegg that he would prefer to watch swimming.

"That's just what's been arranged. It fits in the schedule," Romney said. "Swimming is always fun, and Americans typically do well in swimming."

Berkeley A new analysis gives Californians good reason to be optimistic about the green credentials of the state's proposed high-speed rail project, due to begin construction in 2013 thanks to funding recently approved by state legislators.

Arpad Horvath at the University of California, Berkeley, and Mikhail Chester at Arizona State University compared the future sustainability of California high-speed rail with that of competing modes of transportation, namely automobile and air travel. But to reap those environmental benefits, the state will have to wait until the system becomes fully operational, which could take an estimated 20-30 years after groundbreaking.

"What had been missing from the public debate is this long-term planning horizon," said Horvath, UC Berkeley professor of civil and environmental engineering. "Comparable high-speed rail systems in Europe and Japan have been in place for 30-50 years. Why would we expect California's system to provide a return on investment in a short period of time? I would compare where we are now to circa 1950, around the start of commercial air travel. Did anybody know then how many passengers LAX or SFO would eventually see in a year? Air travel has since grown into a massive industry."

To assess sustainability, the researchers conducted an exhaustive life-cycle assessment that inventories the full range of environmental effects associated with each mode of transportation. Included in the analysis are the cradle-to-grave environmental costs associated with extracting, manufacturing and distributing the materials such as concrete, steel and asphalt needed to build and maintain the vehicles, freeways, tracks, stations and other integral components of the travel systems.

One of the differences in the new analysis is the allowance for smaller, more energy-efficient trains, such as the InterCityExpress (ICE) high-speed trains already in use in Germany, that can be deployed based upon passenger demand. Instead of running a 1,200-passenger train at half capacity, for instance, the system could run smaller, more energy-efficient, 400-passenger trains during non-peak travel times.

When calculating the future energy consumption of cars, the researchers used the federal fuel economy standards goal of 35 mpg by 2020. The researchers also accounted for a 54.5 mpg standard proposed for 2025 by the U.S. Environmental Protection Agency and the National Highway Traffic Safety Administration.

"There are tradeoffs," said Chester. "Depending on ridership, sometimes high-speed rail is better with greenhouse gas emissions and beats out cars and planes. For respiratory impacts, cars are typically the worst offenders, followed by high-speed rail and then airplanes. Overall, what we're showing is that the trains are looking pretty good."

Horvath pointed out that he and Chester matched existing state-of-the-art trains against cars and planes that are still emerging. If more energy-efficient rail technology emerges, he said, the environmental benefits would be even greater.

"It's not clear what technologies will be available for high-speed rail in the future," Horvath said. "We considered the best available technologies now, but there is nothing to say that it will be the best 10, 15 or 20 years from now. I'd be very surprised if best practices weren't improved upon by then."

Chester added that while their analysis shows environmental benefits to high-speed rail, "this is not the answer to the state's greenhouse gas goals. This is a tiny piece of the puzzle."

The researchers say that ultimately, planners and policy makers need to consider various factors beyond environmental impacts in developing California's high-speed rail system. Changes in travel time, productivity, congestion, safety and urban development opportunities are just some of the deciding factors noted by the authors.

Arpad Horvath at the University of California, Berkeley, and Mikhail Chester at Arizona State University compared the future sustainability of California high-speed rail with that of competing modes of transportation, namely automobile and air travel. COLLEGE PARK, Md. - History offers a warning, but no clear pattern on the true risk of terrorism at the Olympic Games, concludes a new report by the National Consortium for the Study of Terrorism and Responses to Terrorism (START) based at the University of Maryland.

The Olympic Games have been terror targets on three separate occasions since 1970, claiming 22 lives and wounding more than 100, the report says. It compiles and analyzes data from START's comprehensive Global Terrorism Database (GTD).

"The heightened profile of these events might increase the likelihood of a terrorist attack while the heightened security and surveillance might decrease the likelihood of an attack," explains START researchers and report co-author Erin Miller.

The analysis revealed no consistent increase or decrease in the frequency of terrorist attacks during the Olympics when compared with other time periods in the same city, which suggests that considerable efforts to reinforce security are generally effective at mitigating any potential threats, Miller adds.

The background report details the fatal attacks that occurred in three Olympic host cities: Munich (1972), Atlanta (1996) and Beijing (2008).

HOST COUNTRIES:The background report further examines the patterns of terrorism in 20 Olympic host countries in the year prior to the start of the games as compared to the time of the games. Of the 15 countries that saw terrorist attacks during these time periods:

  • More attacks during Olympics than in the prior year: nine;
  • Fewer attacks during Olympics than in the prior year: six;
  • Fewer fatalities during Olympics than in prior year: three;
  • More fatalities during Olympics than in the prior year: six.

LONDON AND UK TERROR: The background report also reviews the history of terrorism in London and the United Kingdom. Since 1970, there have been 380 attacks in London causing more than 175 fatalities and more than 2,200 injuries.

The researchers note that these attacks were infrequent with the most recent being a series of four coordinated suicide bombings on public transportation. The attack, claimed by a group calling itself "Secret Organization of al Qaida in Europe," killed 56 and wounded more than 700.

Immediately, he was admitted to the hospital and via phone and video chat, my husband was able to monitor his father?s health minute by minute. With close monitoring over the Internet; overseeing diet, medication and tests; and talking to doctors who were taking care of his dad, my husband was able to ?be there? with his dad, even though he was really thousands of miles away.

Difficult challenges with long-distance caregiving

The most difficult challenges for long-distance caregivers include how to know when a senior needs help ? because they sound perfectly fine over the phone or in emails or letters. Other difficulties are not knowing exactly how to help local siblings with caregiving; finding local professional caregiving help; keeping up with a parent?s medical care; and finding time to visit parents to help take care of their personal affairs, financial paperwork and home safety ? and making the most of that time. Assessing the senior?s needs: Observe and analyze what the senior needs help doing ? and how much. Is assistance needed with Activities of Daily Living ? dressing, bathing, eating, transferring oneself and toileting? How about cooking, shopping, household tasks, laundry, taking medications by one?s self or paying bills? Watch the senior go through the day and see which activities are the most difficult. Ask the senior where support would help most. Talking with the senior?s doctor can also help shed light quickly on where help would be beneficial. Be specific. A thorough understanding saves time and money in the end because the help that is enlisted is well-aligned with the senior?s needs.

Developing a care team: Are family members and friends close by and available to help with caregiving tasks? If so, when and how much time, and which tasks? Their support will keep some costs down and is usually more comfortable for the senior. However, they may not be available or may not have knowledge and training for caregiving.

When outside caregiving professionals are needed, ask for local referrals from friends, clergy, healthcare professionals, geriatric care managers, elder-law attorneys and other professionals. Contact the local Area Agency on Aging and check the Eldercare Locator for community resources and support. A good tool is AARP?s Caregiving and Advice from Genworth, which walks consumers through the process of finding care in a given area.

Communicate: Family meetings and other communications are now easier to coordinate with web conference calls, video chatting, text messaging and personal websites. At meetings, make sure someone records decisions to share with others.

Doctors should be accessible for questions or concerns from the adult child at any given time. Regular conference calls are a good way to check in on a parent?s health. (The adult child needs to make sure they have written permission to receive their parent?s medical and financial information.) Involve the senior in these communications whenever possible. The adult child who knows how care is going from both sides can change or reinforce components depending on that feedback.

It is also crucial to set up an emergency plan of action for all involved in the caregiving. Onsite caregivers should know what the family wants when the senior becomes ill or has an accident.

In-home technology monitors health and safety

Today, faraway children can monitor a parent?s health from their computers or phones using medical devices in the senior?s home that measure and distribute vital signs, oxygen saturation, blood-sugar readings, weight, temperature, and motion detection. The Internet delivers the results to the senior?s family and doctor at the time of the reading, if the senior has missed a reading or if there is cause for concern with a reading.

Motion sensors, video cameras and other devices can help the adult child make sure the senior has gotten out of bed, eaten breakfast or bathed. Also, in some situations, personal response systems help provide emergency support and communications.

Another great tool is video chatting. Through their home computers, adult children can regularly place a video call to their parent and talk, literally keeping an eye on their parent and nurturing the relationship.

Find solid emotional and psychological support

Overseeing a loved one?s care from a distance increases emotional and psychological stress. Many community and online resources, support groups and organizations such as the ones listed below offer help and guidance, as well as referrals to professionals such as elder law attorneys, geriatric care managers and more.

  • Know what you need to know. Learn as much as you can about your parent?s illness, medicines and available resources. Information can help you understand what?s going on, plan, prevent crises and make talking to the doctor easier (remember to get written permission to receive medical and financial information). Put together a paper or online notebook of vital information, share and update it.
  • Plan your visits. Talk with your parent ahead of time and find out what they would like to do. Check with the primary caregiver, if appropriate, to learn what he or she needs. Decide on priorities and leave other tasks to another visit.
  • Remember to actually spend time visiting with your family member. Make time to do things with your parent unrelated to being a caregiver. Watch a movie together, visit with old friends or family members, attend worship services, play games, take a drive or go to the library. Save outside distractions for when you are home again; focus on your parent while you are with them.
  • Help your parent stay in contact. Have a private phone line installed in your parent?s nursing home, or give your elderly loved one a cell phone (and teach them how to use it).
  • Gather a list of resources in your parent?s neighborhood. Search the Internet to collect local resources. Have a copy of the phone book for your parent?s city or town. NIA offers an online list of more than 300 national health and aging organizations and contact information.

    I realized the importance of these modern means when, during a regular phone conversation, my father-in-law ?who lives in India ? complained of a minor ailment and as usual, my husband, an oncologist, took down notes over the phone of the detailed history of what was happening to him and then asked him to get some tests done. What came of it was that he was about to have acute kidney failure. Immediately, he was admitted to the hospital and via phone and video chat, my husband was able to monitor his father?s health minute by minute. With close monitoring over the Internet; overseeing diet, medication and tests; and talking to doctors who were taking care of his dad, my husband was able to ?be there? with his dad, even though he was really thousands of miles away.
